Kristina Moorhead is a senior healthcare consultant with the Indianapolis office of Milliman. She joined the firm in 2020.
Kristina brings over 10 years’ expertise in Medicaid policy and program administration, the pharmaceutical industry, long-term services, and supports and caregiving issues. She specializes in helping states to conceptualize and build program innovations by assessing necessary policy, statutory, or regulatory requirements, managing new program design efforts and implementations to assure successful operational integration, and deliver ongoing program success. She is well-versed in Medicaid State Plans, 1115 waivers, and amending state statutes, regulations, and policy materials with CMS and external stakeholders.
Kristina has deep experience in the administration of Medicaid programs as a former Medicaid Deputy Director for the State of Indiana. During her time at Indiana Medicaid, she oversaw Waiver and State Plan compliance with CMS, served as the agency representative with the state legislature, wrote policy and program procedures for a revamped Medicaid Rehabilitation Option program, managed the rollout of new program integrity contracts and policies, oversaw and expanded estate recovery efforts, oversaw the eligibility policy and medical review teams, managed special projects during budget shortfalls, and oversaw a reorganization and growth of staff.
Prior to joining Milliman, Kristina was a Senior Director of State Policy for the Pharmaceutical Research and Manufacturers of America (PhRMA), the trade association representing the leading biopharmaceutical research companies, where she led policy and strategy development for the innovative biopharmaceutical companies on the issues of Medicaid, alternative payment methodologies, and 340B, and represented PhRMA in both policy and legislative roles in numerous states. Prior to that role, Kristina worked for AARP as a Senior Legislative Representative where she led state engagement efforts in Medicaid expansion, health information technology, and telemedicine as tools for both patients and caregivers.
