
Victor Harte
Victor Harte is a principal and consulting actuary and the Managing Partner of Milliman's Employee Benefits Consulting Practice. He joined the firm in 2002.
Experience
Victor advises a diverse portfolio of clients, including not-for-profit organizations, public entities, Taft-Hartley funds, law firms, and corporations. His technical expertise spans the full spectrum of retirement and employee benefit plan issues, with a particular focus on complex actuarial and compliance matters.
His areas of specialization include defined benefit plan funding, withdrawal liability assessments, funding improvement and rehabilitation strategies, expense projections, plan design, nondiscrimination testing, early-retirement and lumpsum window programs, and plan mergers. In addition, Victor has significant experience with defined contribution arrangements, non-qualified executive benefit programs, and health and welfare plans.
Across these domains, he brings disciplined analysis, practical judgment, and a deep understanding of regulatory requirements—supporting clients in making informed, strategically aligned decisions about their benefit programs.

Victor has served as Managing Partner of the practice since 2024, providing strategic leadership and ensuring the firm’s continued alignment with its long-term vision. He is recognized across the industry as a trusted voice, frequently presenting at national conferences and contributing thought leadership on emerging trends and complex technical issues.
Under Victor’s direction, the practice maintains an unwavering commitment to analytical rigor, high-quality consulting, and disciplined execution. He places strong emphasis on client partnership, ensuring the practice operates as a seamless extension of clients’ HR and Finance functions. His leadership reinforces a culture focused on superior service, technical excellence, and solutions that support clients’ most critical organizational objectives.
Victor is a frequent contributor to industry dialogue and has presented at leading national and regional conferences, including the International Foundation of Employee Benefit Plans Annual Conference, the Enrolled Actuaries Meeting, the American Society of Pension Professionals and Actuaries, the Actuarial Society of New York, and the New York State Association of School Business Officials. His presentations address emerging trends, regulatory developments, and complex actuarial issues relevant to plan sponsors and fiduciaries.
He has also authored articles featured in multiple industry publications, offering insights on funding strategies, compliance considerations, and evolving best practices in employee benefits.
